Rabat – Participants in the high-level discussion held in Rabat on 22 and 23 June under the theme “Jerusalem: A Symbol of a Universal Narrative of Peace” stressed that Arab media’sadvocacy for the Palestinian people’s right to self-determination and statehood should be articulated through a discourse that is understood by Western audiences and institutions.
The final communiqué, issued at the close of the discussion organized by the Bayt Mal Al-Quds Asharif Agency (BMAQ) in partnership with the Academy of the Kingdom of Moroccoand the Ministry of Youth, Culture and Communication – Communication Department, called for the development of a unified Arab reference framework, available in multiple international languages, to harmonize the terminology and messaging related to the Palestinian cause and Jerusalem. The communiqué further recommended that this framework beadopted by relevant Arab and Islamic institutions and subsequently promoted among their international counterparts.
Participants underscored the importance of drawing on Jerusalem’s unique status as a focal point for media advocacyaimed at international audiences across diverse cultural, intellectual, and humanitarian backgrounds, while promotingthe values of coexistence and mutual understanding. They alsocalled for increased financial and logistical support to developcompelling written, visual, and audio content that showcasesPalestinian resilience and reaches adults, youth, and childrenthrough digital platforms and other media channels.
The final communiqué also endorsed the initiative to establisha unified Arab media platform that would serve as both a strategic resource and a credible source of data, indicators, and research on the presence, reach, and influence of Arab media among international audiences, particularly in relation to the Palestinian cause and the issue of Jerusalem.
It further recommended the organization of joint training programs, courses, and workshops between Arab and Palestinian media institutions for journalists and content creators, with a view to strengthening their ability to produceprofessional multilingual content on Palestine and Jerusalemthat effectively addresses international public opinion.
In remarks delivered during the closing session, Mohamed Salem Echarkaoui, Acting Director of BMAQ, announcedplans to establish a joint committee tasked with drafting aunified reference document to support the Palestiniannarrative. He emphasized that the digital era demands a high level of professionalism in engaging international public opinion, grounded in historical facts and informed by the rapidly evolving realities of the region.
For his part, the Head of Palestinian Official Media, MinisterAhmed Assaf, welcomed the initiative to develop a “Jerusalem Narrative Charter,” announcing plans to present itat the forthcoming session of the Council of Arab Information Ministers in Libya, with a view to securing its endorsementahead of adoption at the next Arab Summit.
The Assistant Secretary-General of the Organization of Islamic Cooperation, Dawas Dawas, underscored that the sustained field, political, and legal efforts carried out throughthe Al-Quds Committee and its executive arm, the Bayt Mal Al-Quds Asharif Agency, constitute a tangible message of support and hope for the people of Jerusalem. He added thatthe event offered an important platform for strengtheningcooperation among media institutions and advancing thisshared vision and commitment.
For his part, Ambassador Ahmed Rachid Khattabi, Assistant Secretary-General of the League of Arab States and Head of the Media and Communication Sector, emphasized that the activities organized as part of Rabat’s designation as the ArabMedia Capital offer a valuable opportunity to highlight the richness of Morocco’s media landscape and the expertise of itsprofessionals. He also reaffirmed the League’s commitment to pursuing joint initiatives and coordinated efforts in support of Palestine, in a spirit of cooperation and complementarity.
Meanwhile, the Ambassador of the Hashemite Kingdom of Jordan to Morocco, Jumana Ghunaimat, called for the unifiedreference document supporting the Palestinian narrative to include an implementation component focused on utilizingsocial media and digital platforms in multiple languages and engaging international research centers in light of the noticeable shift in the positions of international elites.
The high-level discussion was held within the framework of the resolution adopted on 26 November 2025 by the 55th session of the Council of Arab Information Ministers, designating Rabat as the Arab Media Capital for 2026 and calling for a series of activities dedicated to Jerusalem. The initiative reflects the Kingdom of Morocco’s longstandingcommitment, under the leadership of His Majesty King Mohammed VI, Chairman of the Al-Quds Committee, to promoting dialogue on issues of humanitarian and civilizational importance, foremost among them the cause of Jerusalem and Palestine.
